Fishing Southern Arizona: Lakes and Stocking Schedule

Southern Arizona's best-known sky-island trout water lies in the Pinaleño Mountains south of Safford. The Swift Trail Parkway (State Route 366) climbs more than 7,000 feet over 35 miles on the flanks of 10,720-foot Mount Graham, a drive the Forest Service likens to the ecological equivalent of traveling from Mexico to Canada in a single afternoon.

At the end of that road is Riggs Flat Lake, an 11-acre lake at 8,600 feet in the Coronado National Forest. Its dam was financed by AZGFD in 1957 specifically to create trout fishing for forest visitors. The Mount Graham visitor guide notes that trout are stocked there in summer, and the Forest Service lists the fishing season as May through October.

Lower down, the Safford area has lower-elevation options managed under AZGFD's Tucson region, including Roper Lake, the Cluff Ranch ponds and Graham County Fairgrounds Pond, each with special regulations.

Getting to Riggs Flat

From Safford, drive 8 miles south on US 191 to State Route 366, then 29 miles up the Swift Trail to the Columbine Visitor Center, and continue about 5 miles on Forest Service roads 803 and 287. From Tucson, take I-10 east about 90 miles to exit 352, then go north 26.3 miles on US 191 to the turnoff. The Forest Service's visitor guide says the first 22 miles of the Swift Trail are paved and the last 13 are dirt, with high clearance recommended. Vehicles and trailers longer than 22 feet are not recommended on the switchbacks.

Season and winter closure

Riggs Flat is not accessible by vehicle from November 15 to April 15, when the upper Swift Trail is gated, and early or late snow can stretch that window. ADOT's closure begins half a mile past Shannon Campground, where the pavement ends. Riggs Flat Campground operates April 15 through November 14, takes tents and trailers up to 22 feet, and accepts reservations on Recreation.gov.

On the water

AZGFD regulations restrict boats on Riggs Flat Lake to a single electric motor, and the lake has a paved ramp and a fishing pier. Live bait rules are unusually specific: no baitfish may be brought in, but AZGFD allows fathead minnows if they are caught and used on site.

Frequently asked questions

Not by car. The upper Swift Trail is closed to vehicles from November 15 to April 15, and snow can extend the closure, so plan trips between mid-April and mid-November.

Yes, but only with a single electric motor under AZGFD rules. Keep in mind that the Forest Service does not recommend rigs over 22 feet on the switchbacking approach.

Yes. Roper Lake (electric motors only), the Cluff Ranch ponds and Graham County Fairgrounds Pond are all managed by AZGFD with special bag limits listed in the regulations.
